Livingston Parish Council names Billy Taylor chair, Mangus vice chair for 2026

The Livingston Parish Council opened its Jan. 8 meeting by selecting its leadership for 2026, re-electing Billy Taylor as council chair and naming Councilman Mangus vice chair.

Councilmembers nominated and seconded the appointments during an early session of the meeting. The motion to retain Taylor as chair received no recorded opposition; members then unanimously approved Mangus as vice chair. The council then confirmed committee assignments for the coming year.

The reorganization consumed only a short portion of the meeting, after which members turned to presentations, resolutions and routine business including zoning cases and road priorities. The chair reminded the public of the council’s rules for public comment and the schedule for future committee meetings. The council adjourned after members’ comments later in the evening.
