At the January 8 meeting, planning staff presented initiation of an involuntary annexation for Artistry Lakes, a roughly 466-acre property directly east of Arden. Staff said the parcel carries existing Palm Beach County approvals for a planned unit development that includes approximately 534 residential units (480 single-family and 54 workforce units), an eight-acre commercial pod and a nine-acre civic pod.
The village attorney and planning staff explained that because there are no electors on the property, the annexation can become effective upon council adoption; the owners provided a letter of no objection. Staff said they have notified Palm Beach County as required by Florida statute and will meet with county staff in February. County staff raised recurring concerns — contiguity and whether the land is prepared for urban development under Chapter 171 — but village staff said the existing county approvals and the proximity of surrounding communities mitigate those concerns.
Council members asked procedural questions about timing and county engagement; staff said the master-plan amendment for the development will proceed concurrently and that the annexation and master-plan matters are expected to return for further hearings in February and March. No final adoption occurred at this meeting; this item was initiated for later action.
