Diane Moser, JEA’s chief human resources officer, told the Rules Committee on Jan. 5 that JEA presented four ratified collective bargaining agreements covering roughly 78% of the utility’s workforce.
Moser said the agreements—ratified by the bargaining units and unanimously approved by the JEA board on Nov. 18, 2025—cover the Professional Employees Association (PEA), the International Brotherhood of Electrical Workers (IBEW), the American Federation of State, County and Municipal Employees (AFSCME) and the JEA Supervisors Association (JSA). The contracts run three years from Oct. 1, 2025, through Sept. 30, 2028.
Moser summarized the wage schedules: IBEW, AFSCME and JSA receive general wage increases of 4% effective Oct. 1, 2025; 3.5% effective Oct. 1, 2026; and 3% effective Oct. 1, 2027. PEA’s package combines a 1.5% general increase with a performance-based pool of up to 2.5% for each contract year. Moser said less significant contractual changes are listed in the resolutions. The committee approved each agreement by recorded vote (7-0) and the items will go to the full council on Jan. 13 for final action.
