Northampton County adopts SALDO amendment requiring electronic plan submissions

Northampton County Council held a public hearing Jan. 8 on an ordinance amending the county's Subdivision and Land Development Ordinance (SALDO) to require electronic submissions and to revise wording for consistency. No members of the public spoke during the hearing.

The ordinance, introduced by councilmembers (introduced at the Dec. 11, 2025 meeting), would require applicants to submit plans and related materials electronically as part of the county's SALDO process. After brief council consideration and no public comment, the presiding officer called the roll. Individual members answered in the affirmative and the ordinance was announced as adopted by a vote of 9–0.

Council did not expand the ordinance record at the meeting; staff and Mr. Becky's presence were noted but no public testimony was offered. The adoption replaces or supplements paper submission practices with a requirement for electronic filing to improve consistency and processing efficiency under the county's land development review procedures.

The ordinance was adopted by roll call; the clerk recorded affirmative responses from councilmembers present and announced the result as adopted 9–0.
