Committee outlines topics for Guam Police Department oversight: budgeting, vacancies and morale

When the Committee on Public Safety, Emergency Management, and the Guam National Guard reconvenes its oversight hearing on Feb. 10, members said they will focus on several specific items from the Guam Police Department.

Chairman Senator Sean Gumatao told the committee that sessions will review GPD materials in preparation for the legislative finance committee’s move to require performance metrics in agency budget submissions beginning with fiscal year 2027. He also identified the impact of unexpended legislative appropriations on department operations and capital projects as a matter for scrutiny. The chair cited territorial law as the basis for oversight, referencing Title 10 GCA, Chapter 77, which assigns statutory responsibilities to the Guam Police Department.

The committee said the continuation will conclude with a departmental report on the status of funded vacancies and updates to general orders that the chair described as relevant to employee morale. The committee asked staff to distribute courtesy notices for the reconvened hearing and invited written testimony from the public between Jan. 9 and Feb. 9 via the chair’s office mailbox or office.senatorsean@guamlegislature.gov.
