Council overturns denial for small commercial lot on Coast Boulevard; ordinance introduced

The St. Tammany Parish Council overturned a zoning commission denial and introduced an ordinance to rezone a 0.36-acre parcel on Coast Boulevard from S2 (suburban residential) to HC1 (Highway Commercial) after appellant Joe Scott, represented by attorney Ryker Toledano, explained the parcel’s prior commercial use.

Toledano told the council the property had historically served commercial functions adjacent to other commercial operations and argued HC1 was more appropriate than the current designation. “I represent Joe Scott on this appeal… I represent Joe Scott and am asking that you favorably consider his position,” Toledano said.

Why it matters: The decision changes the land-use classification for a property used for small-scale commercial and office/warehouse operations; it was decided with no registered opponents during the public-comment period.

Council discussion and vote: Council members questioned whether the parcel’s size (about 0.36 acres) and neighboring uses made commercial zoning compatible. Staff noted nearby parcels with industrial or commercial classifications. With no speakers opposing, the council voted to overturn the zoning commission denial and introduce the ordinance.

Next steps: The introduced ordinance will return for further readings; any commercial development will be subject to site-plan review, code requirements and applicable permit conditions before construction.

Reporting note: The appellant acknowledged failing to attend the prior zoning hearing and apologized; the council accepted the explanation and treated the matter as an appeal with no on-site opposition at the council meeting.
