Planning board backs code change to allow farmers markets in more zoning districts

The Charlotte County Planning and Zoning Advisory Board voted to forward a countywide zoning code change that would expand where farmers markets may operate.

Jaden Keech, planner in the county planning and zoning department, presented TLDR-25-05 and said the amendment would allow farmers markets — currently permitted as an accessory use in parks and recreation, single-family and multifamily residential districts, and planned developments — to be listed as an accessory use in any zoning district countywide, provided the site meets required primary-use characteristics and obtains a permit. Keech said the change is intended to increase opportunities for local farmers and residents to sell agricultural and organic products, arts and crafts and similar goods.

Sean Cullinan, the zoning official on the record, clarified that "parks" includes parks operated by governmental entities and some private park facilities, and that markets in parks would still require a permit. Keech and staff noted the change was developed at the request of the Board of County Commissioners and followed recent workshops.

A board member moved to forward TLDR-25-05 to the Board of County Commissioners with a recommendation of approval based on the board memo dated 11/24/2025 and Charlotte County's comprehensive plan. After a second, the board voted unanimously to forward the code change. The BCC has scheduled a first public hearing for Jan. 27, 2026, and a second public hearing for Feb. 10, 2026.
