Properties committee recommends policy rewrite, favors revision limiting rentals to member-hosted events; sends changes for legal review

The Properties Committee unanimously praised an extensive review of association bylaws and policies undertaken by committee member Holly and moved to forward the revised FAO policies to the governing board and legal counsel for review.

Holly said she reviewed every bylaw and policy and produced a spreadsheet documenting conflicts and recommended consolidations; she proposed moving advertising/sponsorship material into a separate FAO 7 and cleaning up cross-references so enforcement and approval pathways are clearer. A central issue was whether association facilities may be rented by nonmembers for political events under ARS 33-18-08. Holly presented three revision options; revision 3 would make rentals available to association members who host a single nonmember guest (the language mirrors the statute’s language about a nonmember guest) and removes plural or ambiguous phrasing.

Director Rudy Grom and others said governing documents are largely silent on rental eligibility and that the policy should define who the association wants to permit to rent spaces. Christine Novello thanked Holly and recommended sending the drafts to legal counsel; general manager Steven Erno concurred that legal review would be appropriate. The committee signaled consensus to move the revised policies forward for governing-board consideration and legal review.

Quotes from the meeting included Holly’s overview: “I went and I reviewed every single bylaw and every single policy on the hub, created a huge spreadsheet.” Christine Novello added: “Everything that you’ve looked at here… it will help our community tremendously.”

Next steps: Holly will finalize the text changes; staff will forward the revised policies to legal counsel and place the item on the governing-board agenda.
