Hennepin County board directs periodic 2026 budget updates amid fiscal uncertainty

The Hennepin County Board voted Jan. 6 to receive periodic budget updates during 2026 committee meetings to give commissioners and the public up-to-date information on staffing (FTEs), fiscal performance, budget drivers, and federal and state impacts.

Chair Irene Fernando said the directive responds to resident and commissioner requests for more timely forecasting and would allow the public to receive the same information as the board. "The idea is by getting periodic updates around as it's listed here, FTEs, fiscal performance, risks, budget drivers, federal and state impacts, that we will be able to be in a much more dynamic conversation with one another and administration," the chair said.

Several commissioners spoke in support and raised cautions. Commissioner Cattell said constituents want clearer information about federal changes and cuts; "What are you seeing at the federal? What are the cuts? How are they impacting county?" she said. Commissioner Jeff Lundy warned that delaying decisions risks forcing levies later and said he expects to bring forward proposals on mandates and revenue sources. Commissioner Kevin Anderson said he plans to ask administration to clearly identify which services are mandated versus discretionary.

Commissioner Heather Edelson and others urged creativity on consolidation and cost savings. The board voted to approve the periodic updates by voice vote; the transcript records "motion carries" but does not include a roll-call tally. The chair said the first presentation will occur next week at the administration, operations and budget committee.
