City presents draft 10-year CIP and shares seasonal event updates

City staff asked council to review and comment on the draft 10-year Capital Improvement Plan covering FY27 through FY36, describing the CIP as a planning document that lists project cost estimates, funding sources and prioritization.

Staff said projects typically must cost more than $50,000 and have a useful life greater than five years to be included in the CIP; FY27 is shown as the funded year in the draft while later years are planning estimates. Staff noted equipment and vehicles are handled through a separate equipment replacement plan, and that personnel or FTE additions tied to new development would be requested through the departmental budget process.

Council members discussed an annexation item (about 843 units) and the long-term fiscal and service implications — staff emphasized that new development creates incremental demands (sanitation routes, utilities, public safety) that are funded over time rather than front-loaded immediately.

Separately, council members and staff highlighted community outreach and seasonal activities such as delivery of City calendars, WinterFest at Riverwalk Park, the Artisan Market, and a community holiday concert featuring the 2nd Marine Division band; staff encouraged residents to use City Connect and City Hall resources for schedule updates.

No CIP approvals were requested at the workshop; staff asked council to submit comments through their liaisons and said staff would incorporate feedback into the final draft to be presented in the budget cycle.
