Board approves RMH rezoning for proposed RV park with septic limits

The Graham County Board voted to rezone two parcels (APNs 10204035F and 10204016) from general land use to RMH (residential manufactured home) for a future RV park. Planning staff explained the southern portion of the property lies in a floodway and does not allow septic there; usable acreage for RV placement is approximately 22.64 acres and any units in the flood zone would need to be roadworthy and removable in an evacuation.

An email from Wansley Farm LLC (submitted to planning) raised concerns that flood debris from the Gila River could affect downstream farm operations and noted noise, dust and chemical uses associated with residential development near agricultural land. The applicant said septic capacity will determine the number of spaces; he estimated the site might support up to about 28 RV units on a typical septic system. Board members asked highway/engineering staff to review intersection geometry and traffic impacts; they noted that county code allows the county engineer latitude to ask for a traffic study if appropriate.

After discussion the board moved to approve the rezoning request. Planning staff noted the planning and zoning commission had recommended approval unanimously.
