Ulster County Legislature adopts organizational rules, appoints clerk and standing committees in unanimous vote

The Ulster County Legislature approved four organizational resolutions as a single block and adopted them by a 23–0 vote at its organizational meeting.

Majority Leader Youssatell was appointed chair of the Committee of the Whole to consider organizational business. The Committee of the Whole considered and blocked Resolution 1 (adopting the rules of order), Resolution 2 (appointing Victoria Febella as clerk of the legislature), Resolution 3 (creating the standing committees for 2026), and Resolution 4 (designating official newspapers) to advance the group to the full legislature.

On the floor, a motion to adopt the block was made and seconded. After a brief procedural exchange to confirm the motion and second, the legislature voted to adopt the block; the clerk recorded the vote as 23 in favor, 0 opposed. The chair characterized it as a notably brief set of organizational votes.

The clerk also announced logistical details for the term: there were 23 legislators present and the next regular meeting was scheduled for Tuesday, February 17, 2026 at 7 p.m. at the Ulster County Office Building, 244 Fair Street, Kingston, New York. The resolution submission deadline was announced as Wednesday, January 21, 2026.

The meeting proceeded to a public-comment opportunity (no speakers signed up) and a moment of remembrance; the legislature then adjourned.
