Residents urge equity in cannabis grants, sound data-center planning and public participation in budget workshops

Multiple residents addressed the council during the public-comment portion of the Jan. 6 meeting, pressing officials on equitable grant access, data-center readiness, and public involvement in the 2026 budget process.

A resident identified in the record as Patia criticized city practices around cannabis-revenue grants, saying felony exclusions and cumbersome documentation bar the people the program was intended to help. Patia said the program was created to direct resources to neighborhoods harmed by decades of enforcement and voiced frustration that some funds appeared to benefit police pension obligations rather than community repair. She urged the council to approve the proposed "19 o 8 Race Riot Repair Commission."

Laurie McKiernan spoke about energy planning and data centers. She noted the FY26 budget included $600,000 for an integrated resource plan (IRP) that CWLP delayed and forfeited, and reminded the council that the Clean and Reliable Grid Affordability Act requires municipal utilities to complete an IRP by 2027. McKiernan described Batavia's example—a 500 MW data center—and said municipal utility and substation capacity constraints can limit a city's ability to support large data centers unless contract terms or zoning requirements are used to secure upgrades.

Vanessa Knox reminded Springfield residents of a series of budget workshops starting Jan. 14 and encouraged public attendance and participation in department-level budget discussions.

Council members and staff acknowledged the comments; the meeting record indicates staff will follow up on specific grant-language questions and that budget-workshop schedules are posted to the city's website.
