Moline approves engineering contract and $3.48M notice of intent for lead service line replacements

The Moline City Council on Dec. 16 authorized professional engineering services and approved a notice of intent to award construction work to replace lead water service lines across the city.

Council approved a contract authorization not to exceed $190,000 for Robinson Engineering to design lead service line replacements and to assist with two Illinois Environmental Protection Agency (IEPA) loan applications. City staff told the council the scope targets approximately 700–800 locations for service line replacement.

At the same meeting the council approved a notice of intent to award Miller Trucking & Excavating Company the lead service line replacement contract in the amount of $3,483,495 after bid quantity changes increased the total award. Staff said unit prices did not change; added quantities drove the higher total. The change allowed the city to take advantage of about $696,000 in 0% IEPA loan funds to extend program scope.

"This would be for approximately 7 to 800 locations, is where we're looking," city staff said when describing the scope and the $190,000 design request. The engineer selection and notice of intent passed on roll calls.

The council also authorized two on‑call water service line replacement contracts: a $501,840 contract with JC Dillon Inc. and a $561,720 contract with H. Coopman Trucking and Excavating Inc., to support the on‑call replacement program for 2026.

Next steps: staff will finalize contracts, execute loan application paperwork with the IEPA where appropriate, and proceed with construction scheduling and community notifications to affected property owners.
