Moline staff: $1.2M regionally available for housing; city to run housing lottery

City staff informed the Moline City Council that the community-development department is managing a new regional grant award and related program steps to expand housing assistance.

Staff said the city received an additional $345,000 award that, combined with existing funds and regional allocations, creates a pot of approximately $1.2 million available over the next two years for the Bridal Cities housing program shared among Moline, East Moline and Silvis. Staff explained the distribution will be administered regionally and described operational plans for a short application window and a random drawing to select a working list of applicants.

Under the planned process, residents will have an eight-hour window to enter their contact information online or in person at City Hall; the advisory board will draw 25 numbers at a public meeting on Dec. 13 to create the working list. Staff also told the council they will bring proposed CDBG policy-book amendments and recommendations for the disposition or sale of a city‑rehabbed property at 3916 10th Avenue in January.

What happens next: staff will publish application materials and rules for the housing lottery, present recommended CDBG policy changes to council in January, and return with final recommendations for the rehabbed property.
