Quorum court advances business tax‑back endorsement and several budget items to full court; public debate questioned incentives

Washington County’s quorum court voted to advance a local endorsement for a company to participate in a state tax‑back program and sent several modest budget appropriation ordinances to the full court with 'do pass' recommendations to be considered on the consent agenda.

On the endorsement, the court cited ACA 15‑4‑2706 of the Consolidated Incentive Act of 2003 as authorizing a sales‑tax refund on purchases of building materials, machinery and equipment for new or expanding facilities; JP Stafford moved the endorsement to the full court. A public commenter argued against offering incentives, saying businesses that benefit from county infrastructure should invest locally rather than seek state subsidies: "If they're so proud of being from Washington County, stay here and don't beg for millions of dollars to stay," the commenter said.

Separately the court approved sending to the full quorum court (with 'do pass' recommendations) smaller appropriations including $30,678.93 in insurance proceeds for a county library vehicle, $82,951 anticipated for a drug court grant, $5,439.13 to DEM for event services, and $5,885 to the circuit court drug‑court budget. Those items were later placed on the consent agenda and advanced by voice vote.

Next steps: The endorsed tax‑back application and the appropriation ordinances will be considered by the full quorum court; public commenters asked for clearer data on median wages for proposed jobs and for transparency in incentive decisions.
