Douglas County planners presented a comprehensive map amendment package on Jan. 6 that updated zoning for 49 uncontested parcels. Staff explained the selection methodology: parcels that had approved rezonings but did not vest within the 24‑month vesting window, historic mapping artifacts inherited from the former Lithia Springs map, and parcels used residentially without evidence of commercial build‑out.
Staff noted 60 parcels were initially reviewed; 11 contested parcels were removed from the package and will be handled separately, either by putting them back on the consent process after outreach or by scheduling them for individual hearings. Commissioners requested a district‑by‑district breakout of the 49 parcels, which staff agreed to provide.
Planning & Zoning and the Board adopted the UDC amendments and updated map unanimously. Staff said the changes primarily correct administrative anomalies and generally down‑zone parcels that were not developed for commercial or industrial use as originally anticipated.
Next steps: staff will publish the updated zoning map and provide commissioners with parcel breakouts by district; contested parcels will be scheduled for additional review once the county coordinates with property owners and district commissioners.
