The borough of Northvale convened a reorganization meeting in which newly elected council members were sworn in, a council president was nominated, and the council approved a sweeping consent agenda covering appointments, shared services and a temporary budget. The meeting opened with formal announcements that notice requirements of the Open Public Meetings Act had been met and included ceremonial invocations.
Dominic Monopora and Martin Matysic each took the oath of office to begin their terms on the council. The presiding official then called for nominations for council president; Councilman Madison placed a nomination that was seconded and carried on a roll-call vote. The council also named standing-committee assignments, added a utilities liaison to coordinate with major providers (Veolia, Throckmorton Electric and PSE&G) and reestablished representatives to the Northern Valley Greenway.
The consent agenda — presented as a single package of 34 numbered resolutions — passed on roll call. The consent items included: the designation of The Record and the Star-Ledger as the borough’s official newspapers; authorization for the borough attorney to prepare professional service agreements; appointment of Dean Staropoli to the library for a five-year term; the designation of Julio Martino as the municipal housing liaison; authorization to enter a cooperative purchasing agreement as lead agency for the Riverside Cooperative; and renewal or adoption of mutual-aid agreements for fire and emergency services with neighboring towns and several New York fire districts. The consent package also set petty cash amounts ($100 for the clerk and $100 for the senior center director) and authorized the municipal administrator to sign an agreement with Unidex software for borough operations.
The council approved a temporary budget necessary to allow operations through the final budget adoption, expected in May or June 2026. The presiding official explained the temporary budget is a routine step “before we approve the final budget” and noted the final budget will be considered later in the spring.
Municipal Clerk (unnamed) offered congratulations to the newly sworn members, saying, “I would like to congratulate Dominic and Morton, and I’m looking forward to another great year.” Several council members expressed appreciation to voters, families and staff during brief remarks.
The meeting closed after a unanimous voice vote to adjourn. The council’s next procedural deadlines and meeting dates were listed in the approved calendar of meetings included in the consent agenda.
