Committee favors flexible public-comment policy while preserving time limits

The committee discussed revising the public-comment policy to maximize flexibility for boards to structure public participation at meetings. One member proposed wording that would affirm the board values public participation and permit the board to determine timing and placement (for example, offering public comment at the beginning and end of meetings) without requiring a full policy revision each time procedures need to change.

Members agreed it is prudent to document standard procedures in a board guidebook or manual so the board can ensure consistent practice, while keeping the policy language broad enough to allow adjustments. The committee indicated it would retain the existing three-minute-per-speaker limit and the up-to-30-minute total for public comment unless the board affirmatively votes to extend time.
