Mentor City Council approved Ordinance 26-OD-001 on Jan. 6, 2026, awarding a contract to TK Excavating and Grading LLC for the Blossom Drive storm sewer replacement project and declaring an emergency.
City administration (Mr. Filipiak) told council the project will "remove and replace an undersized 8-inch storm sewer along the east end of Blossom Drive with a 12-inch storm sewer," extend the 12-inch sewer to Parker Drive, install catch basins and regrade tree lawn areas to improve drainage. Administration reported the city received 11 bids with a low bid of $162,847; the engineer's opinion of probable construction cost was $220,000.
Councilmembers asked whether catch basins would be installed (they will be) and about property impacts; administration said the project is a relatively short distance but a significant improvement for drainage. The council moved, seconded and adopted the ordinance by roll-call vote. The contract award notes prior OPWC grant/loan participation that will fund up to 50% of the project cost.
The ordinance authorizes the mayor/administration to execute the construction contract; council recorded its vote and the ordinance passed.
