At its Jan. 6 meeting the Fostoria City Council removed from the table a year-old Community Reinvestment Area (CRA) tax-incentive agreement proposed by National Electrical Carbon Products Inc. and read the measure into the record. The director of law told council members the item had been tabled for about a year and recommended letting it die because the project now appeared likely to differ from the originally presented proposal.
After the third reading the chair asked if there were motions on the floor to adopt the agreement; none were made. "Seeing none, being the third reading, this has died for a lack of motion and will be removed from the docket," the chair said. Council members and staff said the agreement can be reintroduced in the future if the project proponents return with a materially changed proposal.
Procedural context: the law director explained that because the project has changed since the agreement was first tabled, reintroducing it later would require the normal introduction and review process. No vote was taken to adopt the CRA agreement during this meeting.
