Sheriff/emergency management staff explained that the grant (presented on the record as $18,338) historically matched a portion of wages for what had been a part-time (40%) emergency management position; the county’s emergency management role is now full-time, and wording will change for future grant submissions. Staff summarized that EMPG grants flow from FEMA to states and are distributed to counties by formula; the federal award amounts vary year to year and states determine distribution methods.
Commissioners asked procedural questions about the grant period (noting the grant document shows an 18-month window to allow for submission and expenditure carry-forward) and timing of receiving funds; staff said the signed resolution will be uploaded to the state grant portal and funds should follow within roughly 60 days. Staff also noted that two county entities (forestry and highway) are submitting storm-related reimbursement requests and expect funds in 45–60 days, with one highway reimbursement expected to be over $50,000 and paid via state reimbursement.
