Council approves routine consent items, Main Street agreement, police vehicle bid request and Hickory Oaks street lighting

The council approved the consent agenda by one motion and voice vote, which included multiple routine vendor payments and contract billings for December 2025 and items related to CDBG projects and road work.

Council authorized the mayor to execute a memorandum of agreement with Main Street Alabama for city participation in the Main Street program for the 2026 calendar year. The agreement was described as substantially unchanged from prior years, with small additions related to a small-box shop rental and signage maintenance.

On public safety procurement, the council approved a request from Police Chief Michael Moore to seek bids for 2026 Dodge Durango pursuit-package all-wheel-drive vehicles (seven budgeted, one to replace a totaled vehicle). Speaker 11 confirmed seven of the eight vehicles were budgeted.

The council also approved a street-lighting request from assistant city engineer Jonathan Lucas to install LED fixtures in the Hickory Oaks subdivision at an annual cost of $1,645.56; developers will install lights and the city will assume ongoing costs in its annual contract as with other subdivisions.

The regular session recessed to convene the E911 board, which approved its December 2, 2025 minutes and accounts payable for December (totaling $3,689.66) and then adjourned before the council reconvened.
