The mayor told the Knoxville City Council on Jan. 6 that the city will mark completion of the Overlook at Beaumont — phase 1 of the Transforming Western redevelopment — with a ribbon cutting next Wednesday.
The project’s first phase includes 76 new homes, the mayor said: 31 subsidized replacement units, 30 affordable units and 15 market‑rate units. "We put in 26 and a half million, HUD put in 40," the mayor said, describing the city’s $26,500,000 investment and a $40,000,000 HUD Choice Program grant that city officials say have helped leverage more than $200,000,000 in public and private investment in the broader redevelopment.
The mayor also previewed development activity in 2025, saying the city processed building permits valued at more than $150,000,000, conducted nearly 10,000 next‑day inspections and processed almost 800 new projects. He asked council members to direct constituents with questions to Peter Ahrens, plans review and inspections director.
The announcement comes as council and staff pursue multiple housing initiatives. Councilmember Adams separately reported that construction has begun on the Giffen Square project, which she said will add 77 units of affordable housing and is expected to complete in summer 2027.
The council did not take a separate vote on the mayor’s report; the mayor closed by reminding speakers of public participation rules and upcoming events, including a public celebration of the life of former mayor Randy Tyree on Jan. 17 at the Sunsphere, which the mayor said will be livestreamed.
