During public forum the council heard from two residents pressing for policy focus on homelessness and affordability.
Vivian Scheib asked the council to prioritize planning and funding for the most vulnerable, criticized earlier notices that warming centers would only open if community donations were provided, and urged action on housing for elderly residents, people leaving incarceration, those with mental illness and youth. Scheib said, "In Knoxville, 161 people died on the street of Knoxville in 2025," and urged the council to consider additional housing locations beyond downtown and options such as tiny homes.
Jeff Tallman, who identified himself as from the 4th District and described his background in housing finance, said affordability was a central campaign issue and argued the city should pursue redevelopment opportunities, including a 50‑acre site tied to Knoxville College, as a potential engine for jobs and tax revenue.
Both speakers closed within the allotted time and no formal council action was taken during public forum; the mayor adjourned the meeting without objection at the end of the agenda.
