Socorro planning commissioners press for stronger voice, plan outreach to city council

Commissioners spent a lengthy portion of the Jan. 6 meeting discussing their role and influence after two contentious agenda items. Several commissioners said they feel constrained because the planning and zoning commission is a recommending body under state law and that city council frequently makes the final decision.

Commissioner David Estada urged the group to "be heard" and recommended presenting the commission's concerns directly to city council via a joint meeting or a special session so council members can observe the commission's discussion. Commissioners also discussed pursuing ordinance or charter changes to increase their authority; legal counsel explained such changes would require action at the state level or a local charter change and offered administrative alternatives such as joint workshops.

The commission voted to table officer elections and bylaws (items 8 6) until after outreach to council and further internal work, and they asked staff to coordinate next steps with the city manager and council representatives. Commissioners requested that the video or a summary of the commissioners' report be made available to council members and that the group prepare a redline of proposed bylaw changes for the next meeting.
