Commission declines to make Juneteenth, Indigenous Day county holidays after heated debate

Commissioner S9 moved that Grand Forks County adopt Juneteenth and Columbus/Indigenous Day as official county holidays and commit to honoring any federal holiday declared by a sitting president. The motion prompted extensive debate about parity with state practice and the county's existing leave policy.

Opponents said the county already provides 14 holidays plus two personal days and warned that adding federal holidays could increase paid time off beyond current levels. "We already give 14 holidays, 12 holidays and 2 personal holidays," said one commissioner, arguing the county must consider the fiscal and workforce impacts.

Supporters said the county should align with federal holiday designations and respect federally declared holidays as a matter of civic recognition; one commissioner emphasized the county should honor such declarations for employees. The board discussed whether state practice (which does not provide paid Juneteenth) should determine county policy.

A motion to proceed to a vote was seconded, and the chair called for a voice vote. After members voted, the chair announced the motion was not passed.

The commission did not adopt a policy change at this meeting; commissioners asked staff to note the discussion for possible future consideration.
