Council adopts rules for bond facilitation committee, adds quarterly reporting requirement

Beaumont City Council approved rules governing the bond facilitation committee and amended the rules to require quarterly reports to the council.

Staff told council the committee would be formed if any portion of the bond measure passes and that the mayor will nominate members for council approval; the committee as planned will have 19 members. Council members asked about qualifications, vacancy appointments and reporting frequency. Councilman Hilliard proposed quarterly reporting to provide more timely oversight; the council agreed and approved the amendment. Staff said the committee would be oriented before bond funds are released and that the mayor would name the initial chairperson.

Council also discussed the committee’s obligations to conform with state law and to notify proper state authorities if discrepancies are found; staff said compliance is a requirement for any council‑formed committee. The council approved the rules as amended and asked staff to contact committee members to schedule an initial meeting within the next couple of weeks.
