Council confirms three appointees to new firefighters civil service commission

Victoria City Council on Jan. 6 confirmed three appointees to a newly created firefighters civil service commission, a step required after voters approved the civil service proposition in November.

City manager (presenter) said the commission will develop policies and rules for hiring, promotions, disciplinary procedures and appeals under Texas Local Government Code Chapter 143. The commission is intended as a separate, three‑member body to provide checks and balances over promotional lists and disciplinary appeals; city staff indicated it will appoint a civil service director (typically the HR director) to staff the commission.

The city manager nominated Lee Keeling for the three‑year slot, citing his 35 years of legal practice and experience on local boards; Decatur Joseph was nominated to a two‑year term for his financial and benefits expertise; and Casey Cullen was nominated to the one‑year slot and presented legal experience representing governments on employment matters. The presenter said 12 eligible applications were received (18 applications initially, with four ineligible for residency and two excluded due to conflicts), and that the selection emphasized applicants with relevant policy, labor relations or HR experience.

A council motion to confirm the slate passed by voice vote after the presenter said the appointees were present and willing to serve. Staff expects the commission to adopt rules within four to six months and to meet bimonthly thereafter as needed to approve hiring and promotion lists and to hear disciplinary appeals.
