Downtown Oxnard earns California Cultural District designation; council recognizes community events and proclamations

Representatives from the Oxnard Performing Arts Center (OPAC), the Downtown Oxnard Improvement Association (DOIA), and Visit Oxnard told the council that Downtown Oxnard has been officially designated a California Cultural District by the California Arts Council.

Carolyn Bridal Mullen, OPAC executive director, said the designation was competitive (74 applications; Oxnard among 10 finalists) and will provide tools to support local artists and cultural tourism. "We're the only 1 in Ventura County," a speaker said, calling the recognition a driver for downtown revitalization.

The council also read proclamations recognizing the Soroptimist "Stop Human Trafficking and Modern Slavery" community awareness event (Jan. 17) and proclaimed Jan. 19, 2026, as Reverend Dr. Martin Luther King Jr. Day and announced the local Freedom March and performance program at the Oxnard Performing Arts Center.

Separately, the council presented a certificate to Keon Via, a Santa Clara High School senior invited to lead the pledge of allegiance, and heard brief announcements from community groups about youth internship programs and a blue‑carpet premiere at the Channel Islands Maritime Museum.
