Housing Authority approves MOU with CU at Home to operate mid‑barrier shelter

The Housing Authority of Champaign County approved a memorandum of understanding (MOU) with CU at Home to operate a mid‑barrier shelter at 1207 South Madison, a property purchased by Maple Grove Development Court.

Staff explained the MOU designates HACC to provide shelter operations and oversight while ensuring confidential handling of collected data and monitoring compliance with applicable standards. "We will provide our operating shelter to support the mid barrier shelter rates and it's a similar rate of a single room occupancy," a staff presenter said during the explanation of the agreement.

Commissioners clarified that the shelter is intended for single individuals (not families). The board moved, seconded and approved the MOU by roll call vote.

Staff said more operational details are included in the MOU and that the board will be notified about implementation steps as operations begin.
