Morgan County commissioners approve payroll, contracts and authorize juvenile corrections grant application

At their Jan. 5 meeting, the Morgan County Board of Commissioners approved routine financial claims and several contracts, and authorized Court Services to apply for a juvenile community corrections grant for state fiscal year 07/01/2026–06/30/2027.

The board voted to approve payroll and accounts payable claims totaling $9,320,590.77 after a motion from Unidentified Speaker 3 and a second; the vote was recorded as passing 3 to 0.

Court Services (Speaker 5) explained the juvenile community corrections grant covers the statutorily required juvenile intake officer and is not a matching grant. The representative said the grant would run from "07/01/2026 to 06/30/2027" and that there was no county obligation for matching funds; the board then voted to "encourage them to apply" for the grant with authorization "not to exceed $190,000," a motion that passed 3 to 0.

The board also approved three engineering service contracts (Aegis, Banning Engineering and HWC Engineering) to provide interim county engineering services while the county engineer position remains open. A CSI Computer Systems Inc. annual agreement for recorder services (including microfilm and disaster recovery) was approved after a CSI representative described the vendor’s role.

Purdue Extension (Speaker 7) presented the county’s annual extension agreement with a total amount of $136,670 and outlined services including educator training, internet/technology support and benefits the county does not have to provide. The board voted to continue the extension agreement by unanimous voice vote.

A chaplain grant presentation was tabled until a named presenter could attend. The highway superintendent recommended releasing performance bonds and accepting maintenance bonds for Country View Estates off Orchard Road; the board approved replacing the performance letter of credit with a maintenance bond (reference number 331481) after confirming inspections had been completed.

Ending: The board completed the listed approvals and directed staff to follow up on deferred items; several motions were unanimous and no votes to oppose were recorded.
