Sioux City approves consent agenda including HDR consulting agreement for Bacon Creek conduit grant work

Sioux City councilors approved the consent agenda unanimously, which included a resolution authorizing a consulting services agreement with HDR Engineering to complete a grant application for the Bacon Creek Conduit project.

City Engineer Gordon Payer clarified the project is a stormwater conduit under Gordon Drive — "It doesn't tie in at all to the wastewater treatment" — and said HDR has performed related grant work on the project. Payer said the city would pursue grant money but would ultimately pay for the conduit if grant funding is not awarded.

Finance Director Tricia Fitch told council staff already has a grant services agreement with HDR to analyze major projects; this consulting agreement ties into that broader work. The consent agenda also included other items read by the clerk, from appointments to purchase orders and grant applications, and the clerk announced the consent vote passed 5–0.

What happens next: Staff will proceed with HDR’s grant application work for the Bacon Creek Conduit and continue coordinating with DOT on related infrastructure work; if grant funding is not received the city will need to identify other funds to complete the conduit.
