Richmond High School for the Arts nears completion; board weighs turf versus grass and community input

Richmond Public Schools provided an update on Richmond High School for the Arts on Monday, showing construction progress and visuals as the campus moves toward opening. Staff also presented a phase‑2 decision point: whether the athletic field should be installed as natural grass (original plan) or artificial turf.

The presentation compared initial installation, maintenance and replacement costs over a 12‑year timeframe and included references to injury research and differing generation of turf systems. The superintendent and project manager framed the turf question as a community decision with capital implications; staff said the 12‑year horizon was selected because turf fields typically require replacement at about that interval.

Board members asked for more detail before any final vote: (1) documentation of sources behind the lifecycle cost estimates and whether multiple vendors were solicited; (2) local injury and maintenance data (for example, whether Armstrong or Huguenot data show differences); (3) environmental impacts and potential reuse/repurposing of replaced turf; and (4) a robust community engagement process including student athletes and families.

Staff told the board a turf decision would need to be made within months to inform demolition and construction phasing but emphasized the matter is phase‑2 and contingent on capital budgeting. The board asked staff to return with comparative bids or multiple vendor quotes, evidence on injury incidence for current turf generations, and community engagement results to guide a later vote.
