Spring ISD board adopts amended campus‑partnerships policy language on first reading; charter application exhibits to be administrative

Trustees voted unanimously on Jan. 6 to adopt amended language to board policy ELA local (campus partnerships) on first reading, changing how partner applications are handled in policy.

Under the amendment, the district will no longer embed a specific charter or partner application form directly in policy text. Legal counsel advised that attaching forms to policy forces a formal policy amendment every time an application changes; instead, the administration will host the application form administratively and provide the board oversight via a process clause. Counsel recommended that any substantive changes to the application be brought to the board for review or approval as part of the application process.

Trustee Natasha McDaniel moved to adopt the amended language and Trustee Tracy Correa seconded. Board President Durant called the vote and the motion carried unanimously. Trustees discussed the recordkeeping and confirmation that final completed charter applications will still be formally recommended to the board for approval or denial under the application process language in item 5 of the procedure.

The board also heard a recurring facilities‑use agreement between Lone Star College and Spring Early College Academy (January–July 2026) and confirmed it was a recurring annual agreement; staff said there were no changes from the prior year.

What’s next: The district will post the administrative application form on its website and ensure final partner applications are returned to the board with a formal superintendent recommendation for approval or denial.
