Ice festival plans and sidewalk enforcement discussed; council to seek bridge-clearing agreement with school

Representatives of the ABPA and the ice festival asked council for permission to reinstall a banner over State Street and confirmed the ice festival dates for Jan. 30–Feb. 1. Anne Armasani (ABPA) described coordination needs for parade logistics and asked whether holiday lights could remain in place through the event. Staff said a special-event application would be provided and that council could approve the event as a routine item.

Separately, council discussed recurring problems with sidewalk snow removal on Grove Street bridge. The school district has historically cleared one side of the bridge under a verbal agreement; that practice has lapsed this year. Council members raised public-safety concerns for students and pedestrians and discussed options: have the DPW clear the bridge (equipment challenges exist), formalize a written agreement with Abington Heights or the school, or request assistance from private property owners with suitable equipment. Staff agreed to draft a brief written confirmation of responsibilities for the school district and pursue equipment-sharing or reciprocal arrangements.

Council directed staff to draft enforcement letters to property owners who fail to clear sidewalks in accordance with the ordinance and to coordinate with the police to follow up on priority main streets.
