Teachers urge board to adopt revised MOU before March deadline to aid retention

Troy Glueman, a social-studies teacher and packet-team representative, urged the Jefferson County School Board to adopt a revised memorandum of understanding for professional employees before March 1 to prevent a lapse in the agreement. He described the MOU as the product of an interest-based collaborative process between educator representatives and management that covers salary, insurance, working conditions, fringe benefits and leave.

Supporters said the MOU seeks to improve teacher recruitment and retention and aligns some contractual language with board policy. "I'm coming here tonight really encouraging you to adopt," Glueman told the board, describing a process that began in March and concluded last month. He said the MOU included clarified language on bereavement and on teacher-discipline support plans, added working-day and planning-time expectations, and institutes a teacher-recognition initiative and other incentives intended to make the district more competitive with better-funded neighboring districts.

Board members asked about timing and continuity. Glueman told the board the current agreement expires at the end of the month and that, "March 1 would be that deadline," urging board consideration at the upcoming business meeting so there is no gap between agreements. He also described the MOU's review standards as legal, feasible, affordable and in students' best interest.

What happens next: The packet with draft language will be discussed at the business meeting and the board indicated it will take up adoption there. Members requested time to review changes and compare the draft to the prior MOU before a final vote.
