Commission recommends dividing former JCPenney parcel at Concord Mall; no new construction proposed

The Planning Commission recommended that the Common Council approve a major amendment to the Concord Mall planned unit development (PUD) to allow the creation of development parcels within the PUD. The initial parcel would be Lot 1, an 8.39-acre lot surrounding the former JCPenney site on South Main Street.

Staff said the modification is consistent with the original PUD and would permit subdivision of existing improvements to facilitate a new tenant that has undertaken interior work. Deborah Hughes (Surveying and Mapping), representing the petitioner Elkhart Concord LLC, confirmed the action divides off part of the parking and building and that the remainder of the mall parcel would remain intact. The commission clarified that the petition does not propose new construction; any future development would require further review, including final site-plan approval.

The commission moved and approved a recommendation to the Common Council with the conditions listed in the staff report; roll call recorded the approval and the matter will be scheduled for Council consideration.
