Palo Alto council adopts resolution honoring outgoing Mayor Ed Lowing; vote 6-0-1

The Palo Alto City Council adopted a resolution honoring outgoing Mayor Ed Lowing on Jan. 5, acknowledging his 2025 service, regional partnerships and policy initiatives. The proclamation—presented with a framed plaque and symbolic gavel—recited Lowing’s roles in housing advocacy, public outreach, regional bodies and the creation of several ad hoc committees.

Regional officials joined the meeting to present commendations: Santa Clara County Supervisor Margaret Abe-Koga praised Lowing’s housing and infrastructure work and presented a county commendation; a representative from Congressman Sam Liccardo’s office presented a certificate of congressional recognition for Lowing’s service as mayor.

Council moved to adopt the proclamation; the clerk called the roll. The mayor abstained for the first time in his life, and the motion carried with six yes votes and one abstention (6-0-1). The clerk recorded the tally as six in favor, zero opposed and one abstention.

Public commenters and several council members then offered additional personal tributes, recounting Lowing’s steady leadership, outreach and behind-the-scenes work. The council presented Lowing with the framed proclamation and plaque before moving on to general public comment and a reception in the lobby.

The adoption was procedural; no policy or funding action was taken as part of the resolution.
