Commission approves several rezones, including community-facilities zoning for church sports fields

The Loudon County Commission on Jan. 5 approved multiple rezoning requests and upheld a Planning Commission denial on one parcel.

Jim Jenkins introduced a slate of rezoning items under Tenn. Code §13-7-105, listing affected parcels and proposed district changes. A commission member said First Baptist Church Concord plans to build recreational facilities and asked the commission to approve a community facilities district (CFD) for the athletic fields. The commission approved the CFD "contingent on them it being theirs when they buy the property," a commissioner said; the contingency means the CFD would take effect only if the church completes purchase of the parcel.

The commission also approved rezoning for a parcel at 25259 Sticky Road and for lots on Fairview Road after commissioners moved and seconded the items and carried the motions by voice votes. For one request on Bonhomme Road, the commission accepted the Planning Commission's recommendation to deny the rezoning; Commissioner James moved to accept the denial and the motion carried.

Commissioners raised access and lot-creation concerns on at least one denied application, noting that the property could likely be subdivided without rezoning and that road connections were problematic. On the First Baptist CFD, commissioners clarified the zoning would cover the athletic fields only and that remaining acreage would remain industrial if sale conditions were not met.

The meeting record shows votes taken by voice or roll call for each motion. The commission placed several rezoning items on the consent flow of the agenda and moved through them following staff introductions and clarifying questions. The agenda packet and Planning Commission recommendations were referenced during discussion.

The commission scheduled related items for further verification if needed and proceeded to other agenda business.
