At its Dec. 15 meeting the West Des Moines City Council took the following official actions:
- Consent agenda: approved (unanimous).
- Ordinances (second reading, waiver of third and adoption in final form): Cedar Ridge zoning map amendment; Jordan West specific plan setback reduction; Board of Adjustment jurisdiction powers; adoption of the 2024 International Fire Code with local amendments; amendments to motor vehicle and traffic code to comply with Iowa Code §321.238; repeal of Sugar Creek stormwater connection fee district. (All recorded votes reported as unanimous where recorded.)
- Professional services: consideration of a design agreement for Jamie Herd Amphitheater restrooms (design fee discussed $112,270) — motion deferred for further scope and cost refinement.
- Site plan approvals: South Branch Business Park Building 2 approved with modified condition requiring permanent water service prior to any occupancy permit.
- Major modification: Global Aviation site plan addition approved; council deferred nine parking spaces to be installed only if complaint or operational need arises (vote recorded 4 yes, 1 no).
- Plats and plats of survey: Acceptances and releases for Timber Knoll Plat 3, Hidden Estates Plat 1 and multiple WRJLC plats of survey creating parcels for transfer of ownership were approved; several votes recorded with 5 yes or with 4 yes and 1 abstention where conflicts were noted.
- Traffic code: various special stops and official traffic control amendments approved on first reading.
Several public hearings were continued to Jan. 5 and multiple items will return to council or subcommittees for follow‑up. The meeting concluded with a workshop on the EP True Parkway alignment and staff direction to continue analysis and stakeholder engagement.
