Peachtree City staff previews text amendments on signs, short‑term rentals, golf‑cart parking and LED lighting; annexation study proposed

Planning staff briefed the council on six proposed text amendments and related planning items, and council discussed whether to initiate two new text amendments immediately.

Shayla Reid told council the first four items were ones members had seen previously (sign ordinance/parapet and roof signs; cosmetic tattoo/microblading; native/invasive plant language; short‑term rentals) while two items were new introductions for consideration: adding golf‑cart parking provisions in the parking ordinance (planning commission suggested a minimum of five golf‑cart spaces in some commercial connections) and updating the code to allow modern LED lighting in new developments. Reid said the short‑term rental amendment had been initiated by council in August and would be before the planning commission in January; the cosmetic tattoo item and sign ordinance were ready to move forward to council in upcoming meetings.

Councilmembers asked whether the February 19 meeting could accommodate hearings for cosmetic tattoo and short‑term rental items; staff said yes if advertised immediately. One councilmember suggested adding bicycle parking requirements alongside golf‑cart parking; staff said the city manager had already asked staff to review the entire parking ordinance for broader amendments. The planning staff also raised a separate item proposing an annexation study (RFP) to identify contiguous areas that meet state annexation rules, assess public‑safety and capital‑project impacts, and inform future comprehensive‑plan decisions; staff said budgeted funds remain and a study could be completed in approximately five to six months with public involvement.

Council gave direction to proceed with initiation steps for the parking and LED text amendments and to move forward with the annexation study procurement process.
