Commission recommends approval of Fillmore Place phases 4–5 preliminary site plan

Canton Township planning staff presented and the planning commission recommended approval of a preliminary site plan for Fillmore Place phases 4 and 5, a PDD amendment project that converts part of the west side of the development to 100 detached single‑family units.

Staff context: Patrick Sloan said the change follows a PDD amendment last year that replaced previously approved multifamily and attached units on the west side with detached single‑family homes, a net reduction of 151 units for the overall development. Elevation packages submitted show 16 different elevation styles with masonry/brick proportions ranging from roughly 40.7% to 47.9%; staff recommended a modification to allow the proposed material allocations. Staff recommended approval subject to revised landscape plans complying with Articles 5 and 5A of the zoning ordinance and satisfactory review of the master deed and bylaws by township legal counsel.

Commissioner questions and technical points: Commissioners asked whether a stub road would connect to the adjacent Woodbridge development (staff: yes; both approved plans include a connecting drive), whether the connection would be gated (fire department could accept a gated emergency access with a Knox box) and whether detention ponds were sized appropriately for stormwater (staff: existing ponds are unchanged and sized per previous approvals; engineers had been comfortable).

Motion and outcome: Commissioner Watkins moved and Commissioner Mallard supported a motion to recommend approval of the Fillmore Place phases 4–5 preliminary site plan (PZ25‑00024) subject to all state, county and township requirements and to two conditions prior to township board review: revise landscape plans to comply with Articles 5 and 5A, and submit master deed and bylaws for legal review. The motion passed on roll call.

Next steps: Staff will expect the revised landscape plan and the master deed/bylaws prior to forwarding a recommendation and packet materials to the township board.
