Newark council passes multiple emergency resolutions, renews farmland placement and approves appointments

The Newark City Council approved several resolutions at its January meeting, many with emergency clauses to expedite action.

Key votes: Resolution 25-86 (creating a discretionary charter review commission under the city charter) was adopted with an emergency clause after council discussion that the change would remove duplicative state notification requirements. Councilmember Marmee said the revision could "save the money somewhere between $25,000 to $40,000." Resolution 25-85, renewing the application to place farmland in an agricultural district, was the subject of a public hearing; no speakers testified for or against, and the council approved the renewal on a 10-0 roll call. Resolution 25-81, appropriating monies for current municipal expenses, passed 10-0. Resolution 25-84 appointed and reappointed members to the Newark Downs Sound Community Authority board of trustees and was adopted 10-0.

Other business: The council approved Dec. 15, 2025 minutes and scheduled the charter review committee meeting for Wednesday at 5:00 p.m. at City Hall. A procurement resolution (25-82) authorizing a Sourcewell purchase for a dump truck was held until the next meeting.
