Interim city manager reports on stabilization, fiscal oversight and staffing

Interim City Manager Clements told the council on Jan. 5 that the past four months have focused on maintaining uninterrupted municipal services while stabilizing internal operations. He said priorities included reinforcing communication channels, governance alignment, legal compliance, and strengthening fiscal controls with finance staff.

Clements said ongoing work includes capital planning and facility needs with an emphasis on realistic timelines and interdepartmental coordination. He highlighted efforts to restore structure, improve accountability, and support staff during the transition, noting that continued collaboration with human resources remains critical.

During the report, the manager introduced Tony Lamar as the city's new senior staff accountant. City officials described Lamar’s responsibilities as strengthening oversight of the general ledger, assisting with the upcoming budget process, and improving financial reporting and internal controls.
