Whitley County BZA to ask planning commission to refine definitions for restaurant, bar and event‑center uses

During other business the board reviewed staff’s working definitions to distinguish restaurants, bars and banquet/event centers for zoning enforcement and found gaps that complicate decisions.

Staff proposed a working set of definitions: a restaurant is a place where food and beverage are prepared and sold on‑site with regular open hours; a bar is defined by a primary devotion to alcoholic beverage service and limited food; a banquet hall or event center is primarily rented for private functions (weddings, reunions) rather than day‑to‑day restaurant operations. Board members raised enforcement questions (how to count occasional events, the role of food trucks, and policing resource limits) and suggested workshops with the planning commission and joint workshops with the BZA to craft code language.

The board directed planning staff to take the discussion to the planning commission, schedule workshops and prepare draft code language in 2026. Staff said clearer definitions will also help assess whether future businesses need special exceptions.
