Bonneville County plans to adopt state plumbing and electrical codes, contract inspections

Speaker 1, an unidentified county staff member, told the group the county will adopt the state plumbing and electrical codes by reference and that copies must be provided to the clerk of the board before the adoption is published, per Idaho code. He said the county plans to schedule the ordinances for commissioners on Jan. 8.

“Idaho code does require that I have a copy of those codes … with the clerk of the county commissioners prior to that meeting and prior to the publication of the adoption,” Speaker 1 said. He identified the electrical edition being adopted as the 2023 code and the plumbing edition as the 2017 code.

Speaker 6 described planned professional services contracts for inspections: the county would contract with a plumbing inspector and an electrical inspector rather than hire employees. “We just contract with them, and then we keep basically 10% of the inspection fees, and we pay them the other 90,” Speaker 6 said. Speaker 1 added staff will draft a resolution and a fee schedule to adopt inspection fees and asked to meet with staff to finalize amounts.

Staff said they have queried the county attorney (Weston) about certification requirements for the clerk to confirm whether a digital link suffices and will finalize administrative steps once counsel responds. The meeting transcript records staff planning to leave copies of the code with the clerk and to bring ordinances forward for formal scheduling.
