Madison County schedules FOIA/COIA/ADA training; COIA disclosures due Feb. 2

Staff told the Madison County Board of Supervisors that annual Conflict of Interest Act (COIA) disclosure forms will be emailed to supervisors and must be filed within roughly a month, with a due date of Feb. 2.

At the meeting, staff explained the disclosure packet can be completed by hand or electronically but must include a handwritten signature on the last page. Supervisors were offered the option to review the form they submitted last year if they wanted a reference when completing this year’s form.

Separately, staff recommended a joint training session to satisfy required FOIA and COIA training (and included ADA compliance), particularly given two new supervisors. Board staff proposed holding the training at a joint meeting with planning commissioners and set the date for Feb. 4.

Staff emphasized practical considerations: training typically lasts about an hour and the county will coordinate with the Commonwealth’s Attorney and other offices when requests involve constitutional officers. Board members were advised to direct FOIA requests to county staff for intake and tracking so the county can respond within statutory timeframes.

The board confirmed the Feb. 4 joint training date and staff said they will contact affected parties and post details once they are finalized.
