New nonprofit to occupy Tony Foss Annex; commissioners approve MOU review and space allocation

The Val Verde County Commissioners Court approved allowing the South Texas All Ability Center (STAC) to use a portion of the Tony Foss County Annex as a permanent base for its operations, following a presentation by the nonprofit’s mission director.

Latanayla Rodriguez, who introduced herself as STAC’s mission director, told commissioners the organization serves people with disabilities across six rural southern counties and provides navigation, telehealth connections, assessment studies and community programming. Rodriguez said STAC launched assessment studies in other communities and seeks to make the annex a local hub for coordinated services. She said STAC does not charge clients for navigation and intends to partner with local clinics and organizations already housed at the building.

County attorneys will review a memorandum of understanding, the presentation said. Commissioners expressed support and agreed to allow STAC to occupy a portion of the Tony Foss Annex. Motion to approve the office-space arrangement and advance an MOU review was made and recorded on the agenda; the transcript records the motion carrying.

Why it matters: A permanent local hub could expand access to therapies, assessments and navigation services for people with disabilities in Del Rio and surrounding rural communities.
