Council approves Midway subdivision replat and boundary adjustment with one abstention

The Mills City Council approved two related actions on the Midway Subdivision: Resolution 2025-44, vacating Blocks 6–11 and Tract A to create Midway Tract B, and Resolution 2025-45, approving a minor boundary adjustment between Lots 15 and 16.

City staff told the council the replat will consolidate several standalone lots into a single tract to reduce utility encumbrances and better align land use with the city's light-industrial zoning. "This will essentially ... use of the land," the planner said, adding the reconfiguration accounts for existing utility needs and that staff had no substantive negative-impact comments.

Steve Lofton, who identified himself as a part owner of the subdivision, said the applicants shortened streets and utilities and chose not to develop some lots, adding, "we should be able to attract some businesses ... to Mills."

On Resolution 2025-44 the council recorded one abstention and otherwise approved the motion (tally: yes=3, abstain=1). Resolution 2025-45 passed with the same recorded pattern. The council did not record additional conditions or implementation schedules for infrastructure or development on the public record.
